The COBRA Stimulus: Major Expansion, Major Changes
COBRA has undergone little change since the Final DOL Notice Regulations went into effect in 2004. With the passage of new economic stimulus legislation, COBRA has now received an extreme makeover. Employers with health plans subject to COBRA will need to handle subsidized coverage, revised notices, payroll tax set-offs, revised eligibility and coverage rules and new election periods, among other things. A very limited timeframe exists for implementing these changes.
