In February 2009, ARRA radically changed COBRA administration. In December 2009, the Department of Defense Appropriation Act, 2010 (DoDAA) radically changed ARRA administration. Like ARRA, DoDAA takes immediate effect and applies retroactively to prior months of coverage.
